Eyeliner that survives a watering eye

If your eyes water, the formula matters less than where you put the line.

A black and white close portrait showing the detail of an older person's face

Short answer

The e.l.f. No Budge Precision Eyeliner Pencil is the pick: a firm gel pencil draws a tight line at the lash base and sets without needing the waterline, which is the placement that actually fails on a watering eye. The Bobbi Brown Long-Wear Gel Eyeliner is the more durable option if you can manage a pot and brush. But the single biggest improvement is placement, not product — above the lashes, never on the wet inner rim.

NYX Professional Makeup Proof It! Waterproof Eyeshadow Primer

A wand-applied waterproof eyeshadow primer, on this list because it does a second job nobody sells it for: a waterproof base across the lid and right down to the lash line gives liner and shadow a dry surface to sit on, on a lid that is otherwise damp from tearing and from the skin's own moisture.

Best way to anchor the lid

Why this is hard over 50

Watery eyes are one of the most common reasons women over 60 give up on eye makeup, and they are rarely discussed as a makeup problem at all. They are, and most of the fix is mechanical.

Why eyes water more with age. Several ordinary changes compound. Tear film quality declines, and paradoxically a dry, irritated eye surface triggers reflex tearing — so watering and dryness are often the same condition rather than opposites. Lid laxity means the lower lid sits slightly away from the eye, so tears pool and spill rather than draining. Drainage itself gets less efficient. Wind, cold, reading and screens all make it worse. None of that is something eyeliner can change, which is why the answer here is about working with it.

The waterline is the wrong target, and almost every tutorial recommends it. Lining the inner rim — the wet strip between the lashes and the eyeball — is a staple of eye makeup instruction, and on a watering eye it is the one placement guaranteed to fail. It is sitting in liquid. Within minutes it has dissolved, migrated into the tear film and smeared under the lower lid, and on top of that it can be genuinely irritating, which triggers more watering.

What works instead is the lash base from above. Press a firm pencil into the gaps between the upper lashes, working from above rather than from inside the lid. That puts the pigment on a surface that is not wet, it makes the lash line look denser, and it gives the defined-eye effect people are using the waterline for. The technique is covered in detail on how to apply eyeliner on hooded eyes over 60.

Formula matters second. A firm gel pencil or a gel in a pot is more water-resistant than a soft kohl, which is the formula most likely to be in a drawer from twenty years ago. Liquid liners dry hard and then flake off a moving, damp lid. Waterproof formulas earn their place here more than anywhere else on the site, with the honest caveat that they are harder to remove from skin that is thin and loose.

And the mascara has to agree with it. A watering eye smears mascara onto the skin below, and a perfectly placed liner does not help if there is a gray smudge under it by eleven. One pick below is a mascara for that reason, and why mascara smudges under the eyes covers the mechanism.

e.l.f. Cosmetics No Budge Precision Eyeliner Pencil

eyeliner · Drugstore price band

A firm gel-pencil liner that draws a tight line close to the lash base.

A firm gel-pencil liner that draws a tight line close to the lash base, which is exactly the job this page describes. Firmness is the property that matters: a hard pencil can be pressed into the gaps between lashes without dragging a loose lid around, and it sets rather than staying creamy, so there is less to dissolve when the eye waters. It is twist-up, so there is no sharpener and no two-handed step, and it is drugstore priced, which means replacing it every few months — which you should, because an old liner pencil goes crumbly and crumbly pigment in a watering eye is miserable.

How it handles

Twist-up pencil with a slim barrel.

What to know

The barrel is slim, so it still needs a pinch grip and a fairly steady hand. Setting firm also means it needs a proper remover rather than water, and a firm tip pressed too hard on a loose lid can drag — rest a finger at the outer corner to hold the skin taut.

Bobbi Brown Long-Wear Gel Eyeliner

eyeliner · Premium price band

A gel liner in a pot, applied with a separate brush, which stays put on an oily or hooded lid.

The most water-resistant option here by construction. A gel liner in a pot applied with a separate brush stays put on an oily or hooded lid, and a gel that has set in place is the hardest thing in this list for tears to lift. It also gives the most control over line thickness, which matters on a mature eye where a thin line along the lash base reads as definition and a thick wing reads as makeup. If your eyes water badly and you want one product that will still be there at dinner, this is it.

How it handles

A pot plus a separate brush — two items and a lid, so the most handling of any liner format here.

What to know

A pot plus a separate brush is two items and a lid — the most handling of any liner format here, and a real drawback if your hands are sore or unsteady. Premium price, the pot dries out if the lid is not closed firmly, and it needs a proper remover.

GUIDE Beauty Guide Line Luxe Long-Wear Eyeliner

eyeliner · Mid price band

A long-wear gel liner sold with, and designed around, the brand's supported-grip applicator.

A long-wear gel liner sold with, and designed around, the brand's supported-grip applicator — which is the right answer when the problem is not only the watering but the fact that a watering eye is hard to aim at. The Guide Wand braces against the face and carries the weight of the hand rather than asking you to hold it steady in mid-air, so you can place a line at the lash base while the eye is blinking and streaming. The whole range was designed for people with reduced movement or strength, which is not a marketing position here but the design brief.

How it handles

Used with the Guide Wand, which braces on the face and carries the weight of the hand instead of asking you to hold it steady in the air.

What to know

Mid price, and the system works properly only with the wand, so it is two purchases rather than one. Long-wear gel needs a proper remover, and the supported grip takes a few sessions to get used to if you have lined your eyes the same way for forty years.

Tower 28 Beauty MakeWaves Lengthening + Volumizing Mascara

mascara · Mid price band

A volumizing mascara formulated for sensitive eyes and sold as waterproof.

Here because liner is only half the problem: a watering eye carries mascara down onto the skin below, and that smudge undoes a good line. This is formulated for sensitive eyes and sold as waterproof, which is the combination a watering eye needs — water resistance so it does not run, and a sensitive-eye formulation because irritation is itself a cause of reflex tearing. It is also positioned as lengthening as well as volumizing, so it suits a mature lash line rather than loading it.

How it handles

Screw-cap tube.

What to know

Waterproof mascara needs an oil-based remover and more contact time, which is more handling on a lash line that cannot afford to lose lashes. The volumizing element means more material per lash than a pure lengthener, so use less than the instructions suggest.

NYX Professional Makeup Proof It! Waterproof Eyeshadow Primer

primer · Drugstore price band

A wand-applied eyeshadow base intended to stop shadow collecting in the crease.

It is the cheapest single thing you can add to make everything above it last longer, and at drugstore price it is an easy experiment.

How it handles

Doe-foot wand in a slim tube.

What to know

Waterproof on thin lid skin means more removal effort, and the slim tube needs a pinch grip. It is also easy to apply too much — a thick base creases by itself, which is the opposite of what you want. A thin, even film and then leave it alone.

How to line a watering eye so it lasts

Blot the lower lid first, with the corner of a tissue. Not a wipe across the eye — a press at the inner corner and along the rim. Starting dry is worth more than any formula advantage.

Work from above, into the lash gaps. Short presses of a firm pencil between the upper lashes, not a single drawn stroke. The pigment goes onto the lash base, which stays dry, rather than onto the wet rim.

Hold the skin taut, do not stretch it. Rest a fingertip at the outer corner for support. Pulling the lid out sideways and lining the stretched skin puts the line in the wrong place once you let go.

Skip the lower waterline entirely. If you want definition below, press a little pencil into the outer third of the lower lash line from underneath, on the skin, not on the wet rim.

Let it set for thirty seconds before you blink hard or look down. Most of the smudging that gets blamed on a formula happens in the first minute.

Keep a dry cotton bud in your bag, not a tissue. A bud lifts a stray smudge from under the eye without taking the rest of the makeup with it.

Treat the watering itself, separately. Over-the-counter lubricating drops used in the morning reduce reflex tearing for many people, and persistent watering is worth raising with a doctor. That is not a makeup fix and we are not offering it as medical advice.

What we have and haven't established

That tear film quality declines with age, that a dry or irritated ocular surface can trigger reflex tearing, and that lid laxity affects tear drainage are ordinary documented features of the aging eye rather than claims unique to this site. We mention them to explain why the problem exists, not as diagnosis.

The placement argument is reasoning from the physical situation and we state it as such: pigment applied to the wet inner rim sits in liquid and will dissolve and migrate, while pigment pressed onto the lash base above the rim sits on a surface that is not wet. You can test it on one eye in a morning.

Formats, water-resistance claims, formulations, handling design and removal requirements come from the manufacturer and retailer listings cited below. Every product was confirmed currently on sale before being featured. The water-resistance column ranks the picks by format and stated claim; it is a reasoned ordering, not a measurement.

We have not tested any of these products, timed wear on a watering eye, photographed smudging, or run a panel. There is no laboratory behind this site.

Nothing here is medical or ophthalmological advice. Persistent watering, watering in one eye only, or watering with pain, discharge or vision change is a matter for a doctor, and no eyeliner on this page is relevant to it.

What we'd skip

Lining the waterline. The central point of the page. It is sitting in liquid, it migrates within minutes, and it can irritate the eye enough to cause more watering.

Soft kohl pencils. They are the least water-resistant formula in the category and the most likely to be an old pencil in a drawer. Crumbly kohl in a watering eye is genuinely unpleasant.

Liquid and felt-tip liners. They dry to a hard film that flakes off a damp, moving lid, and they demand a steadier hand than a pencil pressed into the lashes.

Pearl or shimmer liners. Any migration shows as a sparkle smear under the eye rather than as a soft shadow.

Rubbing the eye to clear a smudge. It spreads the smudge, pulls at loose lid skin and irritates the surface, which causes more watering. Dry cotton bud, one direction, once.

If your hands shake or your eyes are hard to see

A watering eye is a moving target, and that compounds every other difficulty. If a tremor or poor near vision is already making liner hard, the sensible order is to fix the support before fixing the formula — a supported-grip applicator that braces on the face takes the steadiness requirement out of the task, which no pencil can do.

Use a lighted magnifying mirror on a stand, not a handheld one. A handheld mirror occupies the hand you need for support. See best makeup mirror for low vision.

Sit down and rest your elbow on a table. An elbow on a hard surface removes most of the visible shake from a hand, for free.

Accept a softer line. A line pressed between the lashes in short dabs does not need to be continuous to read as definition. Chasing a smooth unbroken line on a damp, loose lid is a worse use of effort than accepting a soft one.

Line one eye, then stop and look. Doing both eyes before checking is how asymmetry happens, and on a watering eye the second attempt is always harder than the first.

Questions people ask

What is the best eyeliner for watery eyes over 60?

The e.l.f. No Budge Precision Eyeliner Pencil — a firm gel pencil that presses into the lash base and sets, rather than staying creamy where tears can lift it. The Bobbi Brown Long-Wear Gel Eyeliner is more durable still if you can manage a pot and a separate brush.

Why does my eyeliner smudge and run when my eyes water?

Usually because it is on the waterline, the wet inner rim between the lashes and the eye. Pigment there is sitting in liquid and will dissolve and migrate within minutes. Press the liner into the lash base from above instead.

Should I line my waterline if my eyes water?

No. It is the one placement guaranteed to fail on a watering eye, and it can irritate the ocular surface enough to trigger more tearing. Line the upper lash base instead, and define the lower lid on the skin rather than on the rim.

Is waterproof eyeliner safe for mature eyes?

It is fine to use, with one trade-off: waterproof formulas need a proper remover and more contact time, and the lid skin is thin and loose, so be gentle. Press a soaked pad and hold rather than rubbing back and forth.

Why do my eyes water more than they used to?

Tear film quality declines with age and a dry, irritated surface triggers reflex tearing, so watering and dryness are often the same problem. Lid laxity and less efficient drainage add to it. Persistent watering is worth discussing with a doctor.

What eyeliner is easiest to apply with shaky hands and watery eyes?

A long-wear gel used with a supported-grip applicator that braces against the face, because it removes the need to hold the hand steady in mid-air. Sitting down with your elbow on a table helps as much as any product.
